Co-founder and President of Bassett, Dawson & Foy, Inc., Joe has been active in financial planning since 1981. A graduate of Baldwin-Wallace College, he earned his M.B.A. in Economics from DePaul University.

His professional designations include: Certified Financial Planner™ (CFP® ), Chartered Financial Consultant (ChFC), and Chartered Life Underwriter (CLU).

He is a member of the following professional organizations: The Financial Planning Association, Society of Financial Service Professionals, and Financial Services Institute.

Joe is the Branch Manager and a Registered Representative of Raymond James Financial Services, ICD Division.

Frederick J. Dawson, ChFC, CLU

Executive Vice President of Bassett, Dawson & Foy, Inc., Fred Dawson entered the world of financial planning in 1980. He has earned the professional designations Chartered Financial Consultant (ChFC) and Chartered Life Underwriter (CLU). A frequent columnist for the "Ask the Experts" section of The News Journal and other local, national and international publications, Fred can often be heard on both radio and national television.  Fred is very active in his community and is either a current member or has strong ties with the following groups:  The Christina Educational Enrichment Fund, Past President of the Delaware Chapter of the Society of Financial Service Professionals, The National Association of Insurance and Financial Advisors, The International Association of Qualified Financial Planners, Financial Services Institute,Newark Morning Rotary, The Grand Opera House and The First Presbyterian Church of Newark.  In 1999 he was recognized with a State of Delaware Senate Tribute for his "long and distinguished service to his community, his country, his state and his region."  Fred was honored with The New Castle County Chamber of Commerce "2003 Entrepreneur of the Year Award." In addition, Fred was selected as the "2006 Charles B. Palmer Award Recipient" by The New Castle County Association of Insurance and Financial Advisors. *Criteria is not necessarily based on client satisfaction or advisor performance.  NCCAIFA has been annually selecting the member who has most significantly contributed to the betterment of their community and their profession since 1962.   He is a Registered Representative of Raymond James Financial Services, ICD Division. 

Fred is married with two children and two grandchildren.  He is active in his church and enjoys antique and classic automobiles, music and working with youth.

An accomplished musician, Fred's hobby is playing Tenor Saxophone and keyboards. He has performed for many non-profit organizations, including playing The National Anthem to open Wilmington Blue Rocks baseball games. His life long goal of performing with his "sax hero" Boots Randolph was recently realized with two concerts at The Grand Opera House in Wilmington.

Bradley J. Foy, CFP®

Brad began working at Bassett, Dawson & Foy, Inc. in 1997 on a part-time basis while an undergraduate at the University of Delaware.  After graduating with dual Bachelor of Arts degrees in Economics and Criminal Justice, he joined the firm full-time in 1999. 

Brad earned the professional designation of Certified Financial Planner™ (CFP®) in 2001. He has also earned the designation of Investment Management Consultant, which provides advisors with advanced knowledge and concepts commensurate with many high level institutional money management consultants.

In addition to his own practice, Brad assumed control of Art Brosius' practice in 2006 after working closely with Art for seven years.  Brad also currently works closely with Joe Bassett's practice.  He was promoted to Vice President of Bassett, Dawson & Foy in 2007. 

Brad has been a member of the Raymond James' Executive Council, which is based upon assets under management and consists of an elite group of advisors that have demonstrated an extremely high level of commitment to clients through personal service and professional integrity, since 2007. 

While focusing mainly on financial planning and asset allocation, Brad also employs tactical allocation with his clients that is designed to take advantage of current market trends. 

Brad is securities licensed and has obtained his fixed and variable annuity, disability, long term care, and life insurance licenses. He is a  Registered Representative of Raymond James Financial Services, ICD Division.

Brad is an active member of the following organizations: The Financial Planning Association, The National Association of Insurance and Financial Advisors, The Society of Financial Service Professionals and The Wilmington Tax Group.

In his spare time, Brad enjoys traveling, sports and spending time with family, friends and his wife, Tracey.


Brian D. Dawson, ChFC, CIMC®

Brian joined Bassett, Dawson & Foy, Inc. in February of 2000. He brings with him almost nine years of financial services experience from Chase Manhattan and MBNA America.

A graduate of the University of Delaware with a BA in History, Brian is securities licensed and has obtained his fixed, variable annuity, and life insurance licenses.

He is a Registered Representative of Raymond James Financial Services, ICD Division. In addition, he earned the professional designations Certified Investment Management Consultant (CIMC) in 2000, and Chartered Financial Consultant (ChFC) in 2002.

Brian is a member of The Investment Management Consultants Association, The Society of Financial Service Professionals, Financial Services Institute, and The National Association of Insurance and Financial Advisors.

Brian is married with two children.  He is an automobile enthusiast, enjoys coaching his son's soccer team and playing drums.


Holly Chappell, J.D.

A graduate of the University of Delaware, Widener University School of Law, and the CFP® (Certified Financial Planner) Education Program, Holly Chappell has served as in-house counsel with an emphasis on estate planning for Bassett, Dawson & Foy, Inc. since 1984. Holly served as the Articles Editor of the Delaware Journal of Corporate Law, and is the author of "Conditional Bequests: Control from Beyond the Grave?", Probate and Property, March/April 1988, and "Shifting Assets in Estate Planning", Warren, Gorham & Lamont's Estate Planning and Administration Service, Spring 1989. She is a member of the Delaware State Bar Association (including the Trusts and Estates Section), the Pennsylvania Bar Association (including the Real Property, Probate, and Trusts Section), the Estate Planning Council of Delaware, and the Wilmington Tax Group.  Estate planning services of Bassett, Dawson & Foy, Inc. are independent of Raymond James.

Terry Ann joined Bassett, Dawson & Foy, Inc. in 1994 as Fred's assistant after many years of experience in the financial services industry. Terry Ann's organizational skills allow her to serve Fred's clients in a timely and efficient manner. In addition, her professionalism and attention to detail help drive the positive, customer service oriented atmosphere client's experience at Bassett, Dawson & Foy, Inc.

Cindy began her BDF career as our Receptionist in 2001.  In 2008 she assumed responsibility as Brad's assistant facilitating client services.  Prior to joining our firm, Cindy worked for the Bank of New York and Wilmington Trust in their respective Risk Management departments.

Art is an original co-founder and Vice President/Treasurer of BBD.  Prior to the expiration of his licenses in 2006, Art had been active in investments and financial planning since 1977 and is a graduate of Susquehanna University (BS Business).  Art was a Registered Representative of Raymond James Financial Services and was active in the RJFS/PGA (Professional Golfers Association of America) financial planning relationship.  He was a member of the FPA (Financial Planning Association), NACFC (National Association of Christian Financial Consultants) and past board member of RAI (Reading Assist Institute), a non-profit agency helping children read that may have learning disabilities or dyslexia.

He is the founder of Understanding Money for KIDS LLC.  In conjunction with that he has authored, copyrighted, and teaches the children's curriculum titled "Understanding Money for KIDS."  It contains fifteen lessons that teach responsible behavior regarding money and its purpose.  It uses character building activities that integrate math, reading, speaking, and computer skills.

He is active in his church, along with his wife Nancy.  Their two children are both married and he has four grandchildren.  Art enjoys golf, boating and singing.
